we're trying not to hire a car, none of us want to drive out there but we'd like to go shopping to all the malls, florida mall, mall of millenia, walmart and so on. Is there public transport to get to all those places from pop century at disney?

Ive heard that it is cheaper to get to Down Town Disney by Disney bus and go from there rather than go by taxi from your hotel/resort.
There are also buses and an I Drive Trolley? Hopefully someone will be along soon to help you better than I can, but yes it is all do able.

sorry cant help as ive always had a car there
we never have a car when we are there! cheapest option if you are staying on disney is to get a taxi to the outlets (im not sure which one it is - its the one where the dixie stampede used to be if someone else can help, might be the premium outlets?) and then get the i-ride to the other malls/shops

It can be done using the Lynx bus system but be prepared for it to take a LONG time. You could also use taxis (not cheap).
We get to Disney using i-rides and lynx buses! It does take a while longer but saves us alot of money
