Well the first thing to do is to check the coverage charts for the locations you'll tend to be, on each of the cell phone company websites, make sure you can get their broadband and which of the many different speeds you'll be getting grps, 3g, 3.5g, hspa etc etc.

after that it can pretty much come down to tariffs

i have a vodaphone dongle at work and i have to say i only use it if i absolutely have to as it's so slow. Don't know what gb we have but its pants!
