Yep, they all do.
By chance I asked Mama Melrose in DHS if they had an opening for the evening and was then basically laughed at.
The days of walking into any WDW restaurant, park or resort hotel, are long gone. If you do not have an ADR the chances that you will not be able to have a full service meal are very real.
If you are ok with counter service (and given the serious fall off in quality of food since the inception of the DDP) then don't worry a bit about it.
EPCOT's World Showcase has some very nice counter service places, as do many of the parks and some of the resorts. Remember that the All Stars and Pop Century have great food courts (as does Riverside Port Orleans and the French Quarter) so you do have some choices other than being forced into pre-booking meals at full service restaurants.
