It wasn't real although it was cold enough to be
It "snows" three times a night every night in celebration over the christmas period. It is indeed foamy stuff. They coat the whole road first of all with layers of it as you can see, then they have an opening with Disney like speakers hidden around the place and a narration of the story of celebration. The snow then starts from on top of the street lights and everyone plays in the snow.

They do a similar thing during the fall, although on those evenings coulured paper leaves are discharged into the street instead of "snow".
I was told that a few gold coloured leaves are in the mix and whoever finds them earns a prize of some sorts. For this reason it`s quite a frenzy when the leaves fall!
