I wish that I had more information to share, but I just remembering walking on and then standing near the edge. There is seating available, but if I remember correctly it's not near the edge of the boat. I only done this once or twice, as it's a warm ride when I've traveled there. Speed is not the name of game with this boat.

Tom Sawyer's Island is not near the Liberty Bell. It's entry is off to the left of where Splash Mountain and Big Thunder Mountain are (with those two at your back). It's a little "raft" that takes you to the island. You stand (or sit in your w/c or scooter) over and back.
The island has an area that used to sell refreshments, but no longer. It's a nice place though to still sit (on even ground, essentially a wooden deck) and enjoy the view.
Again, there really isn't a whole lot to do there, but it's nice enough to poke around a bit as long as you avoid the mobility challenging areas. I know I'll not do those barrels again. That was really difficult for me to get across.
