Flex pay is a monthly payment option with no interest charges. WDW only offers this for FL AP's. I hope it works well so they will offer it for regular AP's

Yes, DVC rate is the Florida Resident rate (which is why DVC Florida residents were miffed! LOL. Many felt that they weren't getting "anything" when other members were).
