Well, there is a lot of walking but I would call it a steady pace. It was certainly more than a stroll but was necessary as there is a lot of ground to cover in the few hours.
Perhaps you could enquire at Guest Services if a slower paced group could be taken out?

I wouldn't classify it as a fast walk, even on my bad knee I think I could still keep up, but there is a LOT of walking.

There are a few rest breaks along the way also where you pause for a while when certain things are explained to the group.
You also take a break when you enter one of the rides via a "secret" entrance....it was the Haunted Mansion ride when we did the tour a few years ago.
Obviously there is also a long break over lunch.

I wouldn't call it fast paced walking. The guide says to let him/her know if they need to slow down.

There is a lot of walking with rest stops, but it wasn't fast-paced in our group. And everyone was in good shape--except, me--as usual! Recovering from another leg injury, but I was able to keep up.
You'll need to verify with WDW Tours, but I believe a wheel chair or ECV could be used for most of the tour. I know they won't fit backstage at HM. And lunch at Columbia Harbour House was served on the second floor (stairs access), but I'm sure that could be accommodated, although you would be separated from the rest of the group. That's assuming stairs are an issue--which they were for me. I was able to manage them, very carefully and slowly. I waited until everyone else had gone up and went down a few minutes before them. Not very sociable, but you gotta do what you gotta do!
There may be a few other backstage areas not accessible by wheel chair or ECV, so be sure to ask before booking.

Yes wheelchairs can be used, and I think I remember an elevator in Columbia House.
