My DW and I celebrated our anniversary there one year with dinner at Victoria and Alberts!
Hard to beat that one I think.

One time, we'd just purchased some items for a light lunch at the little bakery in France (a cheese plate, and a couple of other things that escape me now, oh and some wine). When we got outdoors with our lunch it was raining. We had a huge golf umbrella with us, so we popped it up and sat rightnexttoeachother under the 'brella and enjoyed our lunch.
We had many passersby smile...
The Bistro de Paris is our new "romantic" place... the degustation (tasting) menu with wine selection is wonderful. The server we had suggested we share it, and it worked out just fine.
Walking...we love to walk and there are any number of opportunities to walk at WDW. There is the lovely walk from OKW to DTD (with or without the side trip to SSR). There are all sorts of places to walk within resorts...
Oooooh, and if you promise not to tell, Spaceship Earth has some really dark spots (as in you can't see a thing dark)... perfect for a kiss, yes?

Oh well then... I'll PM you.
Lessee...if it's cool outdoors, snuggled up under a wrap of some sort watching Illuminations...from a vantage point that doesn't include loads of others. (You have to be flexible on where that vantage point might be).
Sharing. At least that works for us. Sharing one of those pricey whatevers...sips from the same flute...you get the idea. (Uh huh...romance to us/me generally involves food and nice wine...
).
Talking, alone. Together. Whether over a snack, meal or not... just sitting, letting it flow around you and talking... the lower promontory in the UK (between UK and France) is ideal for this.
Much will of course, depend upon what defines romance to you and your partner, eh?
We are solitary folk, so it usually includes seeking out private like places and interacting with one another. It can also be fun based though too!
Nothing more fun that to have Herself buried in my shoulder as we go down the flume of Splash Mountain!
It's one of those "you'd have to be us" to appreciate moments, but it's romantic for all that!
