WDW has tons of starter pin packs. They consist of a lanyard and usually 4 pins...2 to keep and 2 to trade. Or you could always buy a lanyard and pins separately. It certainly can get costly to buy pins IMO.
I have gone on Ebay and purchased a bag of trading pins so we could trade at the parks. It was certainly cheaper to do it that way. I personally wouldn't want to trade any pins that I bought at Disney but that's just me.I am a travel agent with The Magic For Less Travel. I also think ebay is a great place to start.... and like Johnie said, you can get enough "tradeble pins" to exchange for ones you really want once in the parks
You can also buy pins inside the parks and in the resorts, I dont remember exactly but I think they are about 6.50 each... for regular pins.... and you can trade them with most CMs

Here's a link to Disney Event Services pin trading information. I found it when I was looking at a way to get my grandsons started pin trading. Lots of useful information.
