I'd guess to keep out creatures great and small and rain if it should start pelting down before you return to bring in the bins.

We have normal bin and a yellow for platic/metal and they ask that cardboard be bound and placed by the green bin and its usualy a two weekly colletion (all collected at same time)

I like to recycle too our council has grey bins, brown bins, green bins. Green= non-recyclable, grey=recycling and brown= garden.
It's good, as before that we didn't have time to recycle!
